About the Oregon E-Cycles Program

The Oregon E-Cycles program is designed for residents and is not a business recycling program. Any Oregonian can take seven or fewer Covered Electronic Devices (CEDs) at a time to a participating Oregon E-Cycles collection sites for free recycling.

If you have more than 7 items, you may be asked to demonstrate that the electronics come from a household or small business (meaning fewer than 10 employees). Please call the collection site ahead of time to inquire about any verification needed and to ensure the collection site has the capacity to handle your items.

The following items are considered Covered Electronic Devices (CEDs) under the Oregon E-Cycles program and can be recycled, free of charge, at approved collection sites across the state:

No. Collection sites affiliated with Oregon E-Cycles are listed in this searchable directory. Locations that are not part of Oregon E-Cycles are not required to provide free recycling nor are they obligated to demonstrate that their downstream recycling partners meet Oregon E-Cycles’ stringent environmental requirements.

No. Approved Oregon E-Cycles collection sites must accept all CEDs from anyone bringing seven or fewer items at one time. However, if you are arranging for a premium service, such as at-home pick-up, you may be charged a fee for this service. You may also be charged for electronic devices outside the scope of Oregon E-Cycles. Please call ahead to ask the collection site about which additional items they may accept and whether there are corresponding recycling fees.

Yes. Effective January 1, 2026, the Oregon E-Cycles program was updated and the definition of “Covered Electronic Device (CED)” was expanded to include many more electronic items. Previously, only televisions, monitors, computers, printers, keyboards, and mice were included in the program.

Oregon E-Cycles only provides free recycling for the items listed above. Oregon E-Cycles collection sites may also take other devices that are NOT covered under Oregon E-Cycles but may charge a fee to recycle these items. Please call ahead to ask the collection site about which additional items they may accept and whether there are corresponding recycling fees.

If your local Oregon E-Cycles collection site does not accept other devices, there are many other businesses that recycle electronics. Some may charge a fee, depending on what items you want to recycle. If you live in the Portland Metro area, call Metro’s Recycling Information Hotline at 503-234-3000. Otherwise, contact your local solid waste office for recyclers in your area.

MRM works with a small group of environmentally responsible recyclers to ensure that all material recycled in the MRM program is managed in an environmentally responsible manner. You can find more information about MRM’s stringent recycling guidelines here. Oregon E-Cycles requires participating recyclers to follow, at a minimum, environmentally-sound management practices established by the Oregon DEQ. These practices require recyclers to demonstrate that their programs do not harm human health and the environment.

A PRO, or a producer responsibility organization, is an organization which administers a statewide program for the responsible management of covered devices. For Oregon E-Cycles, the PRO develops and implements an electronics producer responsibility program on behalf of electronics manufacturers. The Oregon DEQ approved MRM as the sole electronics PRO for 2026. The electronics manufacturers participating in the PRO cover the costs of responsibly recycling your unwanted electronics.

MRM is a company founded by and working on behalf of electronics manufacturers and has maintained continuous operations since 2007. MRM’s mission is to bring manufacturers together to help provide convenient, environmentally responsible recycling opportunities to consumers nationwide.

MRM has overseen various complex collection and recycling networks across twenty states, Washington, DC and Ontario, Canada. MRM oversees operations in some of the largest cities in the nation (New York City, Newark) and in remote rural areas. MRM networks are made up of municipal collection sites, private sector collectors, not-for-profit organizations, and events; we work with the largest national recyclers as well as smaller regional processors.

MRM has operated a strong and stable electronics recycling program in Oregon continuously since Oregon E-Cycles began operations in 2009. During this time MRM’s operations recycled more than 180 million pounds of e-waste. This represents more than 50% of all the material collected under the entire Oregon E-Cycles program during this time.

If your electronics are in working condition and you’d like them to be considered for reuse or refurbishment, we encourage you to seek out a collection site that specifically engages in reuse. View the list of Oregon E-Cycles collection sites who have developed effective and safe reuse systems for electronics.

You may wish to remove personal information and data from devices prior to recycling. This includes data on computers, tablets, printers, and networking equipment. Some websites to assist you in wiping data include, but are not limited to, DBAN and Eraser.

It is your responsibility to clear your data off of your computer. Oregon E-Cycles assumes no liability for personal or confidential information left on computers. It is recommended that you erase all data before recycling. Note that reformatting your hard drive or deleting files does not necessarily destroy your data.
