Manufacturer Requirements

To legally sell covered devices in Oregon manufacturers must:

  • Register with Oregon DEQ by December 31 and designate MRM as their PRO
  • Submit required sales data to Oregon DEQ (deadline set by DEQ)
  • Maintain current company and brand information
  • Enroll in and participate in the MRM PRO
  • Pay all required Oregon fees to the PRO

Manufacturers register each year with Oregon DEQ and designate MRM as their PRO. Registration runs from October 15 through December 31 for the following program year (e.g. register in 2026 for the 2027 program year). Registration is required annually for all manufacturers of covered electronic devices.

All manufacturers must register online at the registration portal. This portal is managed by the Electronics Recycling Coordination Clearinghouse. DEQ will send email notifications to manufacturers in advance of the registration period.

All manufacturers must register with the Oregon DEQ for the upcoming program year (by December 31) and provide sales data as requested (by April 15, 2026 for the 2026 program year). If a manufacturer sold fewer than 50 covered electronic devices in this state during the previous year, they should select the exemption option during registration. The Oregon DEQ evaluates exemption requests, partially using sales data. If the Oregon DEQ approves the exemption, then that manufacturer is not required to participate in an electronics PRO for that given year.

Market Share means a manufacturer’s percentage of all registered covered electronic devices by weight sold within a product category during a specified time period. Market Share is calculated by the Oregon DEQ. As part of its annual cycle, DEQ typically plans to have preliminary market shares calculated and ready to send out to manufacturers for review sometime in May; however, in 2026 DEQ is delayed in this process. DEQ has not yet provided a revised timeline.

Manufacturer Obligation means a manufacturer’s percentage of the total obligation of all manufacturers of covered electronic devices. Manufacturer Obligation is determined by a manufacturer's individual Market Share percentage (calculated by DEQ) and the product category percentage of the total weights of all electronic devices recycled during previous year. The National Center for Electronics Recycling (NCER) will calculate Manufacturer Obligations on behalf of MRM.

MRM bills manufacturers for their share of total costs based on their Manufacturer Obligation.

For 2026, manufacturers will receive an estimated Manufacturer Obligation from NCER in February and a final Manufacturer Obligation from NCER shortly after Oregon DEQ issues final Market Share calculations.

After the final Manufacturer Obligations are calculated, MRM will then then adjust billing for each manufacturer. We recognize this can be somewhat challenging for manufacturer budgeting purposes, but the Oregon DEQ must first issue Market Shares for manufacturers in order for MRM (as the electronics PRO) to calculate final Manufacturer Obligations.
